This is the third and thoroughly revised edition of the well-known text on Indian Public Administration. It is a unique treatise on the environment, structure, functioning, behaviour, impact and problems of the Indian Administrative System. The book has been organized into nine parts: Part one discusses the evolution of Indian administration Kautilya, Mughal and the British influences. Part two explains the Indian constitutional setting, including salient features, value premises, constitutionalism, parliamentary democracy, the Union judiciary and Union-State relations. Part three highlights the responsibilities and functioning of the President, the Prime Minister, the PM Office, Council of Ministers, the Cabinet, Cabinet Secretariat, Central Secretariat and Ministries and Departments. Part four is devoted to state administration, including the Governor, Chief Minister, Council of Ministers, Chief Secretary and the State Secretariat. In Part five, Area Administration, the role of Collector, urban local bodies and panchayati raj have been discussed. Part six elaborates the structure of civil services, public service commissions of the union and states and civil service training. Aspects of development administration have been examined in Part seven which covers the planning system and rural development programmes. Part eight, focusing on the accountability system, covers the control over finance through the Parliament and the CAG. In Part nine are analyzed the issues concerning Generalists Vs Specialists, administrative reforms, integrity in civil services, the RTI, PMES and the governance aspects of the Twelfth Plan.
